A water skiing club in Moscow has been recognized as a samostroi and is about to be demolished.

On September 14, 2017, during the training process of children's groups and members of the Russian national wakeboard teams (in preparation for the European Championship), a group of people in cars, as well as a tractor with special equipment, backed by police support and a boat on the water entered the base. This group of people came to the territory of the water ski base with the intention of demolishing the training facility, locker rooms and other buildings. Despite the fact that the children's parents, coaches and athletes stopped the demolition of the base, the training process was interrupted and the club was closed. At the same time, the members of our national water skiing team behind the cable won medals at the European Championships in a difficult struggle. Tatiana Churakova, Olga Travkina, Alexandra Gibinsky, Vladimir Ryanzin are members of the national team who trained earlier at the Rumyantseva club stadium. There is no other such base in the country. But the possessions of the oligarch Berezkin spread to almost the entire Greater and Lesser Stroginsky floodplain.
Meanwhile, Tatiana Churakova took 1st place at the water skiing competitions in Europe. She represented her country and the N. Rumyantseva Water Skiing Club with honor at the competitions. And now we need to tell the athlete the latest news about her home training base...

By order of the Moscow government, the club's management decided to dismantle the expensive equipment in order to avoid damage to it. We hope that this order was the result of the mayor's misinformation about the current situation. Let me remind you, the club won the tender:

But the Department of Environmental Management, represented by Kulbachevsky, avoided signing an agreement with our club in every possible way, even despite the decision of the FAS:

In a completely illegal way, an agreement was signed with the losing organization Open Waters, one of the founders of which was the once respected kayter, and now Berezkin's son-in-law, Peter Tyushkevich.
Officials refuse to comment on this situation - they don't even talk to journalists and hang up!!!
We really hope that Moscow Mayor Sobyanin will prevent further lawlessness and oblige Kulbachevsky to conclude an agreement with our club. Moreover, the issue of preserving the club, according to Dmitry Medvedev's resolution, should be under special control of the mayor.

ANO Natalia Rumyantseva Water Ski Club (4-time world champion, 6-time world record holder and 32-time European champion in water skiing), (Hereinafter referred to as the Club) in 2004 received the use of the water section of the Malaya Stroginskaya floodplain in order to develop water skiing.
In 2005, an electric winch was installed in the floodplain for training and competitions, including the World and European Championships. The equipment is unique not only for Moscow, but also for Russia, as it complies with the standards approved by the Order of the Minister of Sports of the Russian Federation dated March 6, 2014 No. 114 "On Approval of the rules of the sport of Water Skiing" (regarding the requirements for the length of a straight water ski run of at least 310 meters).
The equipment has been actively used for many years for training by Russian and Moscow national teams, children's school athletes and Muscovites who maintain an active lifestyle. The club partially independently finances the participation of the national teams of Moscow and Russia in international competitions, without receiving financial support from the state.
The basis for the construction of the electric winch were the decrees of the Moscow Government, the orders of the Prefecture and the Administration of the Northern Administrative District of Moscow. (Appendices 1, 2, 3, 4).
In 2015, the terms of land lease were changed and in June 2017, the Moscow Government held competitive events for the right to conclude a contract for the integrated development of the natural and landscaped territory of the city of Moscow "Cluster of Active Sports" (bidding registration number GP16829856) in the Malaya Storoginskaya floodplain.
According to the results of the open competition, the city competition commission of the Autonomous Non-Profit Organization Natalia Rumyantseva Water Skiing Club (hereinafter referred to as the Club) recognized the winner. The protocol published on July 6 requires the Club to conclude an agreement no later than July 26, 2017 (Protocol on recognizing the Club as the winner – Appendix 5).
However, the contract has not yet been concluded. The initiator of the competition event, represented by the Department of Natural Resources Management and Environmental Protection of the City of Moscow, is unlawfully evading the conclusion of the contract.
It should be noted that on August 21, the Moscow UFAS considered a complaint sent by the Club regarding violations of the law on the procedure for concluding an agreement based on the results of the auction. The FAS Commission, having considered all the arguments of the public authority, ordered the Department of Natural Resources Management and Environmental Protection of the City of Moscow to conclude the contract in accordance with the established procedure by October 2, 2017 (the Order is attached – Appendix 6).
However, from open sources (from the founders of Open Waters LLC, the second-place bidder) It became known that the Initiator of the bidding, despite the decision of the city competition Commission and ignoring the requirements of the Federal Antimonopoly Service, concluded an agreement with Open Waters LLC.
​These actions are not only illegal, but also cause direct material damage to the city, as the Club's offer is almost twice the price, and taking into account other facts (which the Club is ready to provide) and openly corrupt intentions.
​At the moment, the Club has sent a lawsuit to the Arbitration court of the city of Moscow to force the Department of Natural Resources Management and Environmental Protection of the city of Moscow to conclude a contract.
The purpose of the appeal:
To preserve the only water skiing training base in Russia. To stop illegal actions and, under the supervision of regulatory authorities, ensure that a contract is concluded in accordance with the established procedure with the winning organization in the competitive event.
